EVSE Rebates and Tax Credits, by State

There are many rebates and tax incentives for purchasing and installing a Level 2 charging station at your home or business. These vary by area, so check with your local utility company to see if there are incentives to take advantage of in your area, including a time-of-use rate.

Below are EVSE tax credits and rebates, by state. If you learn of any active EVSE rebates or tax credits that are not listed, please email details to ccmarketing@enphaseenergy.com and we will add them.

FEDERAL TAX CREDIT FOR EVSE PURCHASE AND INSTALLATION EXTENDED!

Congress recently passed a retroactive (now includes 2018, 2019, 2020, and through 2021) federal tax credit for those who purchase(d) EV charging infrastructure. Receive a federal tax credit of 30% of the cost of purchasing and installing an EV charging station. For details please visit the ClipperCreek Tax Credits page.

Alabama

Electric Vehicle Supply Equipment (EVSE) Grant Program

State EV Charging Incentive

The Alabama Department of Transportation will administer the Electric Transportation Infrastructure to distribute grants for EVSE across the state. For details visit The Alabama Legislature website.
 

Alaska

Residential Electric Vehicle Supply Equipment (EVSE) Credit – Chugach Electric Association (CEA)

Utility/Private EV Charging Incentive

Eligible CEA residential customers can receive a $200 bill credit per residential EV charger, up to two EV chargers per household, for sharing information on plug-in electric vehicles, EVSEs, and average miles driven per year. Commercial Electric Vehicle Supply Equipment (EVSE) Rebates – Chugach Electric Association (CEA)

Utility/Private EV Charging Incentive

CEA offers rebates to commercial customers for the purchase and installation of Level 2 EVSE. Rebates are available from $500 up to $5,000 per EVSE purchase and from $1,000 up to $15,000 for EVSE installation per location. Fleet recipients must agree to share observations regarding the use and economy of an electric vehicle in their fleet with CEA. Workplace recipients must agree to provide information about the usage of EVSE with CEA for 36 months after installation. Plug-In Electric Vehicle (PEV) Time-Of-Use Rate – Alaska Electric Light and Power Company (AELP)

Utility/Private EV Charging Incentive

Alaska Electric Light and Power Company offers a Time Of Use (TOU) rate to residential customers that own or lease PEVs with batteries greater than 16 kilowatts. Visit the AEL&P website for more details.

 

Arizona

Electric Vehicle Supply Equipment (EVSE) Pilot Program

Utility/Private EV Charging Incentive – Arizona Public Service (APS)

Through the Take Charge AZ pilot program, APS provides free EVSEs, installation, maintenance, and education to its workplace, fleet, and multi-unit dwelling (MUDs) customers. For details, including eligibility requirements, please visit the Reference Take Charge AZ website.

Residential Electric Vehicle Supply Equipment (EVSE) Rebate

Utility/Private EV Charging Incentive – Salt River Project (SRP)

Salt River Project (SRP) offers an instant rebate of $250 to eligible residential electric customers for a Level 2 Charging Station purchased from the SRP Marketplace. For details, including eligibility requirements and how to receive the rebate, see the SRP Rebates website.

Electric Vehicle Supply Equipment (EVSE) Rebate

Utility/Private EV Charging Incentive – Salt River Project (SRP)

SRP offers a rebate of $1,500 per port for commercial, workplace, and multifamily customers who install networked Level 2 EVSE. EVSE must be installed  between May 1, 2021 and April 30, 2022. Workplace Electric Vehicle Supply Equipment (EVSE) Rebate

Utility/Private EV Charging Incentive – Salt River Project (SRP)

Salt River Project (SRP) offers a rebate to business customers who purchase and install Level 2 EVSE for use by their employees. Rebate is $500 per Level 2 EVSE charging port installed, limited to 12 per business. Rebates are available on a first-come, first-served basis. Electric Vehicle Supply Equipment (EVSE) Rebate

Utility/Private EV Charging Incentive – Tuscon Electric Power (TEP)

TEP offers a rebate to residential customers that covers up to 75% of the cost of EVSE installation. The maximum rebate awards are $500 for a two-way charger and $250 for a one-way charger. For details and how to apply, visit the TEP Electric Vehicles website.

Commercial Electric Vehicle Supply Equipment (EVSE) Rebate

Utility/Private EV Charging Incentive – Tuscon Electric Power (TEP)

TEP offers technical support and rebates of up to $6,000 per port to businesses, multi-family dwellings, and non-profit customers that purchase and install between two to five EVSE ports. TEP will evaluate the electrical capacity and supporting EVSE infrastructure at locations that install six or more ports on a case-by-case basis. Customers must use the Smart Electric Vehicle Charging Program Portal to reserve funding. Arkansas

Electric Vehicle Supply Equipment (EVSE) Grants – ADEQ

State EV Charging Incentive

The Arkansas Department of Environmental Quality’s (ADEQ) Level 2 EVSE Rebate program offers rebates of up to $9300 depending on applicant type, to government, private, and non-profit entities for the construction and installation costs of Level 2 EVSE. Utility/Private EV Charging Incentive

The eTech program offers EVSE incentives of up to $250 to eligible Entergy customers in Arkansas who purchase Residential or Commercial Level 2 or 3 Electric Vehicle Supply Equipment. For details visit the Entergy eTech website.

    Electric Vehicle Supply Equipment (EVSE) Rebate

    State EV Charging Incentive

    The California Electric Vehicle Infrastructure Project (CALeVIP), funded by the California Energy Commission, provides guidance and funding for local governments and organizations to develop and implement EVSE incentive programs that help meet regional needs for Level 2 and DC fast chargers. CALeVIP evaluates proposed EVSE incentive programs and solicits input from stakeholders to guide the development and implementation of the programs.     Residential Electric Vehicle Supply Equipment (EVSE) Financing Program

    State EV Charging Incentive

    Property-Assessed Clean Energy (PACE) financing allows property owners to borrow funds to pay for energy improvements, including purchasing and installing EVSE. The borrower repays over a defined period of time through a special assessment of the property. Local governments in California are authorized to establish PACE programs. Property owners must agree to a contractual assessment on the property tax bill, have a clean property title, and be current on property taxes and mortgages. Financing limits are 15% of the first $700,000 of the property value and 10% of the remaining property value.     Electric Vehicle Supply Equipment (EVSE) Grant – Antelope Valley

    State EV Charging Incentive

    Antelope Valley Air Quality Management District (AVAQMD) offers grants for the installation of public EVSE, up to 80% of the total costs of infrastructure, equipment, and installation of eligible projects.     Electric Vehicle Supply Equipment (EVSE) Rebate – South Coast and MSRC

    State EV Charging Incentive

    The South Coast Air Quality Management District (SCAQMD) and the Mobile Source Air Pollution Reduction Review Committee’s (MSRC) Residential Electric Vehicle (EV) Charging Incentive Pilot Program offers rebates of up to $250 towards the purchase of a qualified residential Level 2 EVSE. Additional rebates of up to $500 are available for low-income residents. Funding is available on a first-come, first-served basis to residents within the SCAQMD jurisdiction.     Electric Vehicle Supply Equipment (EVSE) Rebate – Counties of Los Angeles, Orange, Riverside, and San Bernardino

    State EV Charging Incentive

    Funded by the California Energy Commission (CEC) and implemented by the Center for Sustainable Energy (CSE), the Southern California Incentive Project (SCIP) promotes access to electric vehicle (EV) charging infrastructure by offering rebates of up to $80,000 for the purchase and installation of eligible public electric vehicle (EV) chargers in Los Angeles, Orange, Riverside, and San Bernardino counties – with a total of $29 million in available funds.     Electric Vehicle Supply Equipment (EVSE) Rebate – Fresno, Kern, and San Joaquin Counties

    State EV Charging Incentive

    The $4-million San Joaquin Incentive Project (FCIP), part of the statewide CALeVIP program, will provide cash incentives for the purchase and installation of Level 2 chargers to owners of commercial properties, apartments, condominiums, workplaces, and public agencies in Fresno County. The program offers rebates of $4,000 to support the installation of single-port charging stations and $7,000 for dual-port stations. FCIP Update: As of April 1, 2019, only equipment that is ENERGY STAR® certified will be eligible to apply for a rebate. Existing reservations submitted prior to April 1, 2019, with equipment that is not yet ENERGY STAR® certified will still be allowed to claim their rebate.

    Electric Vehicle Charger Incentive Program – San Joaquin Air Pollution Control District Charge Up!

    State EV Charging Incentive

    The District is currently accepting applications for its Charge Up! Program. This program provides funding for public agencies and businesses in the Valley (Fresno, Kern and San Joaquin Counties) to install electric vehicle (EV) chargers for public access (up to $5000 per unit / $50,000 annually per applicant). These chargers will support existing EV owners and encourage the growth of the clean technology in the Valley. For more information, please review the program guidelines.

    EVSE Rebate – Alameda Municipal Power (AMP)

    Utility/Private EV Charging Incentive

    AMP provides rebates of up to $800 to Residential customers toward the purchase of Level 2 EVSE. Customers may apply for multiple rebates at a time. Additional terms and conditions apply. For more information, see the AMP article: Level 2 Electric Vehicle Charger website. AMP offers a rebate of up to $3000 toward the purchase of Level 2 EV Charging Station. Customers must be a Non-Residential AMP customer and EVSE must be installed in Alameda. Effective date of this program is October 16, 2017.     EVSE Rebate – Anaheim Public Utilities

    Utility/Private EV Charging Incentive

    Anaheim Public Utilities (APU) provides rebates of up to $400 or $1,000 for (both residential and business) who install Level 2 (240-Volt) plug-in Electric Vehicle (EV) Chargers. Under this program, Anaheim will reimburse customers for out-of-pocket expenses per EV charger, and the charging facility may be used for personal or business purposes without being made available to the public. Customers will be reimbursed for out-of-pocket expenses. Additional terms and conditions apply.     EVSE Rebate – Azusa Light & Water

    Utility/Private EV Charging Incentive

    City of Azusa utility company Azusa Light & Water EV customers who install an ENERGY STAR® Level 2 (240) EV charger in their residence are eligible for $150 rebate. A Level 2 EV charging unit will charge an electric vehicle up to 6 times faster than standard 110 Volt household outlets and can add up to 25 miles of range per hour of charging.     EVSE Rebate – Burbank Water and Power (BWP)

    Utility/Private EV Charging Incentive

    BWP provides rebates to commercial and residential customers toward the purchase of Level 2 EVSE. Commercial customers who purchase and install EVSE can receive up to $1,500. Residential customers who install a charger can receive up to an additional rebate and will be placed on BWP’s time-of-use electric rate. Applications must be submitted no later than four months from the date of purchase. Rebates are available on a first-come, first-served basis until funds are exhausted.     EVSE Rebate – Colton Electric Utility

    City of Colton Electric Utility provides a rebate of up to $500 to eligible customers who install a Level 2 (240V AC) plug-in chargers at their residence or business.

    Electric Vehicle Supply Equipment (EVSE) Grant Incentive – El Dorado County, Air Quality Management District (AQMD)

    Utility/Private EV Charging Incentive

    AQMD has renewed grant funding for another round of a Request for Proposal (RFP) for electric vehicle supply equipment (EVSE) installation to support electric vehicle (EV) use in El Dorado County. Approximately $130,000 is available for “charging station” projects in this round at up to $5,000 per charger (i.e., per individual EV connection). Matching funds must be provided in the form of grantee-provided electricity, the designation of parking spaces, and availability to the public. Eligible applicants in El Dorado County only include: retail business operators, owners, and retail commercial property owners, cities, special districts, other political subdivisions and jurisdictions joined together by joint power authorities (JPA)s or memorandum of understanding (MOU)s, and non-profit organizations. NOTE: A new deadline for applications is forthcoming. Please contact AQMD at (530) 621-7501 for more details.

    EVSE Rebate – Glendale Water and Power (GWP)

    Utility/Private EV Charging Incentive

    GWP provides rebates to commercial and residential customers toward the purchase of Level 2 EVSE. Commercial or multi-family customers who purchase and install EVSE can receive up to $6,000. Residential customers who install a charger can receive up to $599. Applications must be submitted no later than four months from the date of purchase.     EVSE Rebate – Liberty Utilities

    Utility/Private EV Charging Incentive

    Liberty Utilities, in Portola, CA offers residential customers a rebate of $1,500 and commercial customers a rebate of $2,500 for the purchase and installation of EVSE at their home or small business. For details please visit Liberty’s Electric Vehicle Program website.

    EVSE Rebate – Los Angeles Department of Water and Power (LADWP)

    Utility/Private EV Charging Incentive

    The Los Angeles Department of Water and Power (LADWP) provides rebates to commercial and residential customers toward the purchase of Level 2 EVSE. Commercial customers who purchase and install EVSE for employee and public use can receive up to $5,000 for each charger, with up to $500 in additional rebate funds per extra charge port. Rebates do not cover the cost of installation. Eligible customers may qualify for up to 40 rebate awards depending on the number of parking spaces at the installation site. EVSE must be installed within the LADWP service area.

    Electric Vehicle Supply Equipment (EVSE) Rebate – Central Coast Community Energy (CCCE)

    Utility/Private EV Charging Incentive

    CCCE offers a rebate of up to $10,000 for Level 2 EVSE installed at homes or workplaces. For details, please visit the CCCE “Electrify Your Ride” website.

    EVSE Rebate Multi-Unit Dwelling (MUD) and Workplace – Contra Costa, Marin, Napa Counties

    Utility/Private EV Charging Incentive

    MCE provides installation support and funding for the installation of approved EVSE at MUD and workplaces in MCE territory. To qualify, facilities must install at least two charging ports. Eligible expenses include the cost of installation and a portion of the EVSE unit cost, up to $3,000 per port.       Residential and Commercial EVSE Rebate Incentive – Pasadena Water and Power (PWP)

      Utility/Private EV Charging Incentive

      Residential: Residential electric customers are eligible for a $600 rebate when they install a qualifying “Wi-Fi enabled” EV charger or a $200 rebate when they install a standard (Non Wi-Fi) EV charger at their home.       Commercial: PWP also provides rebates of $3,000 per port for commercial, workplace, multi-unit dwelling (MUD), and fleet customers for the installation of networked Level 2 EVSE, or rebates of $1,500 per port for non-networked Level 2 EVSE. PWP also provides rebates of $6,000 for the installation of direct-current (DC) fast EVSE or Level 2 EVSE installed at select sites. Terms and conditions apply.       EVSE Incentive – Multi-Unit Dwelling (MUD) and Workplace – Pacific Gas & Electric (PG&E)

      Utility/Private EV Charging Incentive

      Pacific Gas & Electric’s (PG&E) EV Charge Network Program provides installation support and funding for MUDs and workplaces in the PG&E territory to install ClipperCreek EVSE in parking areas. To qualify, facilities must equip at least ten adjoining parking spaces with EVSE. Eligible expenses include the cost of installation and a portion of the EVSE unit cost, up to $1,500 per port.       Utility/Private EV Charging Incentive

      Pacific Gas and Electric (PG&E) offers EVSE rebates for school facilities. Participating schools have the option to own, operate, and maintain EVSE, or have PG&E-owned EVSE installed. Rebates are available up to $11,500 for single-port Level 2 EVSE or up to $15,500 for dual-port Level 2 EVSE.       State Parks Electric Vehicle Supply Equipment (EVSE) Program – Pacific Gas & Electric (PG&E)

      Pacific Gas and Electric’s (PG&E) Electric Vehicle (EV) Charge Parks program provides EVSE at state parks and beaches for fleet and public usage. For details on how it works, including funding availability, please visit the PG&E EV program website.

      Non-Residential Electric Vehicle Supply Equipment (EVSE) Grants – Pacific Power

      Utility/Private EV Charging Incentive

      Pacific Power offers non-residential customers quarterly grants for up to 100% of eligible purchase and installation costs of EVSE. 25% of funds will be earmarked for workplace charging and fleet electrification projects.       EVSE Commercial EV Charging Rebates – Sacramento Municipal Utility District (SMUD)

      Utility/Private EV Charging Incentive

      SMUD provides commercial EVSE rebates of up to $500 per handle for Level 1 or up to $4500 per handle for Level 2 charging stations. To participate in this program, SMUD’s Electrical Service Requirements must be followed (T017 and T004), and all EVSE on site must be recorded separately through a SMUD EV data meter. 

      In addition, EV charging installations for SMUD customers, tenants or employees are eligible for incentives of $1,500 per handle for each level 2 EV charger.  For all the details and how to apply, visit the SMUD website.

        EVSE Incentive – Multi-Unit Dwelling (MUD) and Workplace – San Diego Gas & Electric (SDG&E)

        Utility/Private EV Charging Incentive

        San Diego Gas & Electric’s (SDG&E) Power Your Drive program provides EVSE equipment, installation, and maintenance support for MUDs and workplaces in the SDG&E territory. Site hosts must make a one-time participation payment and be able to dedicate at least five parking spaces at residential locations or at least ten parking spaces at workplaces for EVSE. Additional terms and conditions apply.

        SDG&E Power Your Drive for Fleets program offers incentives for EVSE infrastructure for commercial customers. Customers may apply for a no-cost installation by SDG&E, with SDG&E owning the infrastructure up to the charging station, or customers may apply for rebate of up to 80% the cost of installing the infrastructure from the meter to the charging station.  For more details including how to apply, please visit the Power Your Drive website.

        EVSE/Alternative Fuel Infrastructure Grant – Santa Barbara County Air Pollution Control District (SBCAPCD)

        Utility/Private EV Charging Incentive

        The Santa Barbara County Air Pollution Control District (SBCAPCD) offers grants for the installation of alternative fuel infrastructure located in Santa Barbara County. Grants may cover 80% of project cost, up to $150,000. Eligible projects include electric vehicle supply equipment (EVSE). For more details and how to apply visit the SBCAPCD website.

        EVSE Rebate – Silicon Valley Power (SVP) City of Santa Clara

        Utility/Private EV Charging Incentive

        Silicon Valley Power (SVP) in Santa Clara has an EV Charging Station Rebate program that offers eligible customers up to $550 rebate when you install an electric vehicle charging station for home, multifamily housing, schools and non-profit facilities. There is also an added grant available to multifamily housing units that provide below market rental units. For more information, including how to apply, see the Silicon Valley Power website.

        EVSE and Charging Incentives – Sonoma Clean Power (SCP)

        Utility/Private EV Charging Incentive

        Qualified Sonoma Clean Power (SCP) customers are eligible to receive a free EVSE that can be connected to Wi-Fi and communicate with the SCP GridSavvy Community. Customers are responsible for shipping/installation costs. Customers may also receive $5 per month for connecting EVSE to the GridSavvy Community. Other terms and conditions may apply.         Commercial and Residential EVSE Rebates – Turlock Irrigation District (TID)

        Utility/Private EV Charging Incentive

        Turlock Irrigation District (TID) offers eligible residential customers up to a $300 rebate for the installation of a qualifying Level 2 EVSE. For details, including eligibility requirements, please visit TID Residential Electric Vehicle Rebates website.

        Colorado

        Plug-In Electric Vehicle (PEV) and Electric Vehicle Supply Equipment (EVSE) Grants

        State EV Charging Incentive

        The Colorado Energy Office (CEO) and Regional Air Quality Council (RAQC) provide grants through the Charge Ahead Colorado program to support PEV and EVSE adoption by individual drivers and fleets. Both CEO and RAQC grants will fund 80% of the cost of EVSE, up to $3260 for a single port station and $13,000 for a multiple port station.

        RAQC also provides funding for 80% of the incremental cost for qualified PEVs, up to $8,260. Eligible EVSE applicants are local governments, including school districts; state/federal agencies; public universities; public transit agencies; private non-profit or for-profit corporations; landlords of multi-family apartment buildings; and owners associations of common interest communities. Criteria and eligibility differ depending on which agency provides funding.

        Alternative Fuel Vehicles and Infrastructure Grant Program

        State EV Charging Incentive

        The Colorado Energy Office (CEO), the Regional Air Quality Council (RAQC), and the Colorado Department of Transportation (CDOT), have partnered to provide grants through the ALT Fuels Colorado program for new, publicly accessible compressed natural gas (CNG) fueling equipment; co-located electric vehicle charging and propane station equipment at funded CNG stations; and CNG, propane, and electric vehicles. CEO will administer the station grants to advance infrastructure development along major state-wide transportation corridors. RAQC will administer the vehicle grants for fleets operating within counties with air quality nonattainment and maintenance areas.         Electric Vehicle Supply Equipment (EVSE) Rebate – San Isabel Electric Association (SIEA)

        Private/Utility EV Charging Incentive

        The Connecticut Green Bank offers Smart-E low-interest loans of up to $30,000 for Connecticut residents to purchase a new or used PEV.         Retail electricity customers with at least one grid-integrated electric vehicle (EV) may qualify to receive kilowatt-hour credits for energy discharged to the grid from the EV’s battery at the same rate that the customer pays to charge the battery. A grid-integrated EV is defined as a battery-powered motor vehicle that has the ability for two-way power flow between the vehicle and the electric grid as well as communications hardware and software that allow for external control of battery charging and discharging. (Reference Delaware Code Title 26, Chapter 10, Section 1001 and 1014g).

        Alternative Fuel Infrastructure Tax Credit

        Businesses and individuals are eligible for a tax credit for 50% of the equipment and labor costs for the purchase and installation of alternative fuel infrastructure on qualified AFV fueling property. The maximum credit is $1,000 per residential electric vehicle charging station, and $10,000 per publicly accessible AFV fueling station. This incentive expires December 31, 2026.         ChargeUP! Sarasota County offers rebates to businesses, non-profits, and local governments within Sarasota County for the installation of qualified Level 2 or DC fast charging EVSE. Businesses are eligible for a rebate of 25% of the cost of EVSE purchase and installation, up to $2,000, and non-profits or government organizations are eligible for a rebate of 50% of the cost of EVSE purchase and installation, up to $4,000. For Level 2 EVSE, rebates are offered up to $4500 for a new installation, or up to $3000 for an upgrade.

          Eligible applicants include individuals, non-profits, private businesses, and government entities.           Louisiana

          Alternative Fuel Vehicle (AFV) and Fueling Infrastructure Tax Credit

          State EV Charging Incentive

          Louisiana taxpayers with an alternative fuel vehicle might be eligible for a significant tax break. As long as your vehicle is a Louisiana-registered and dedicated AFV, you might earn an income tax credit of:

          • 30% of what you spend on alternative fueling equipment.
          • 10% of your AFV purchase cost (not to exceed $2,500).

          Another factor that determines whether you can take the AFV tax credit is the year in which you incurred such costs. That’s because the State’s definition of alternative fuels shifted slightly in 2014. For more on the AFV-conversion tax credit, consult Louisiana Revised Statutes 47, 6035.

          Vehicle Emissions Reduction and Electric Vehicle Supply Equipment (EVSE) Project Funding

          State EV Charging Incentive

          The Louisiana Department of Environmental Quality’s (DEQ) Volkswagen Eligible Mitigation Action Project program provides up to 80% of the cost of new diesel or alternative fuel replacements and repowers for eligible government entities. For eligible non-government entities, the Program provides up to 40% of the cost of a new diesel or alternative fuel repower, up to 25% of the cost of a new diesel or alternative fuel vehicle, and up to 75% of the cost of an all-electric repower or replacement, with associated charging infrastructure.

          Eligible government and non-government entities may also receive funding for the all-electric repower or replacement of airport ground support equipment, forklifts, and port cargo handling equipment, as well as for the purchase, installation, and maintenance of light-duty EVSE.           Private/Utility EV Charging Incentive – Central Maine Power (CMP)

          Central Maine Power (CMP) has awarded grants for Level 2 chargers for Electric Vehicles (EV’s) at several locations in Maine from Kittery to Monson. CMP will install, maintain and retain ownership of the electrical infrastructure needed to connect to the charging pads and has awarded incentives for up to $4,000 per plug toward the cost of the infrastructure. A total of 60 charging plugs will be funded upon completion of the grant awards. The program is part of a pilot launched in 2020 by the Maine Public Utilities Commission (MPUC) to better understand incentives for installing chargers and is targeted to business and municipal customers intending to install several chargers.           The Maryland Energy Administration (MEA) is working with Marylanders to expand the State’s growing electric vehicle recharging infrastructure through the Electric Vehicle Supply Equipment Rebate Program. In order to receive these rebates, eligible participants must apply with MEA, which will issue rebates on a first-come, first-served basis. The rebate is limited to one EVSE per individual.           State EV Charging Incentive

          The Public Access Charging Program offers grants to non-residential entities for 80% of the cost of Level 2 EVSE and installation, up to $6,250 per port, and a maximum of $50,000 per street address for hardware and installation costs. Qualified EVSE must be available to the public at least 12 hours per day.             Consumers Energy’s PowerMIDrive program, a three-year, $10-million effort, includes a Nighttime Savers Rate to encourage EV drivers to charge their vehicles between 7 pm and 6 am. Residential customers who sign up for the nighttime rate will also receive a $500 rebate for each EV.

Platte-Clay is proud to offer rebate of 50% of installed cost, up to $250, for a Residential Level 2 electric vehicle charging station as a way to encourage energy efficiency and smart charging.

            Program requirements:

            • Rebate is for a Level II charging station requiring a 240 volt input supply
            • Member agrees to program vehicle or EVSE to charge between 10 p.m. and 6 a.m. or between 11 a.m. and 3 p.m.
            • Charging station must be UL or ETL listed
            • This offer is only for residential customers and is limited to one charger per home

            Electric Vehicle Supply Equipment (EVSE) Incentives – Ameren Missouri

            Utility/Private EV Charging Incentives

            Ameren Missouri’s Charge Ahead program offers competitive incentives to eligible non-residential customers to install Level 2 EVSE or direct current (DC) fast charging stations at qualifying workplaces, multi-unit dwellings (MUDs), and public areas. Sites must be located in Ameren Missouri’s service territory and require no electrical upgrades. Incentives are available on a first-come, first-served basis. Applications for incentives will be accepted until September 30, 2022, or until funding is exhausted, whichever is earlier.

            Beginning January 1, 2020, non-residential customers are eligible to apply for incentives to install EVSE along highway corridors. Each station site must have two DC fast chargers and two Level 2 chargers. Each site is eligible for incentives up to $240,000, sites with planned DC fast chargers with a capacity of 100 kilowatts or greater are eligible for incentives up to $360,000. Applications for incentives will be accepted until December 31, 2023, or until funding is exhausted, whichever is earlier.

             

            Nebraska

            Alternative Fuel Vehicle and Fueling Infrastructure Loans

            The Nebraska Energy Office administers the Dollar and Energy Saving Loan Program, which provides low-cost loans for a variety of alternative fuel projects, including the replacement of conventional vehicles with AFVs, the purchase of new AFVs, the conversion of conventional vehicles to operate on alternative fuels, and the construction or purchase of a fueling station or equipment.

            The Nebraska Department of Environment and Energy (NDEE) provides funding for the purchase, installation, operation, and maintenance of Level 2 and direct current (DC) fast charger EVSE.             Nevada

            Alternative Fuel Vehicle (AFV) and Infrastructure Grants

            The Nevada Office of Energy will establish the Nevada Clean Energy Fund to fund qualified clean energy projects, including any program, technology, product, or service that supports the deployment of AFVs and related infrastructure.             Nevada Energy (NV Energy) provides rebates for the purchase and installation of Level 2 EVSE and DC fast-charging stations. Eligible projects include charging for fleet, workplace, and multi-unit dwellings. NV Energy offers rebates of 75% of project costs, up to $3,000 per connector, for Level 2 EVSE. Level 2 EVSE projects must include at least two but no more than 10 connectors. DC fast chargers are eligible for up to $15,000 per station, with no more than five stations per project. Applicants must reserve funds prior to beginning construction and complete the project within one year, at which point they will receive the rebate.             New Hampshire

            Electric Vehicle Supply Equipment (EVSE) Rebate – New Hampshire Electric Cooperative (NHEC)

            Utility/Private EV Charging Incentive

            NHEC offers rebates for residential and commercial customers to install EVSE. Residential customers may receive a rebate of up to $300 to install EVSE and a separate electric meter. Commercial customers may receive a rebate of 50% of the installed cost, up to $2,500, per EVSE unit to install a maximum of two Level 2 or DC fast chargers and a required separate electric meter. EVSE must be installed within the NHEC service territory. The maximum incentive available per property is $5000.

            New Jersey

            Electric Vehicle Supply Equipment (EVSE) Rebate Program Authorization

            The New Jersey Board of Public Utilities is authorized to establish a residential EVSE incentive program. The maximum incentive an individual may receive for an EVSE installation is $500. (Reference Senate Bill 2252, 2018)

            Eligible projects are as follows:

            Workplaces: Charging stations for employees who drive electric vehicles. Examples include workplace chargers for employees who drive electric vehicles to work, and chargers for fleet vehicles.

            Public Places: Charging stations that are open to the public. Examples include charging stations in downtown areas, public parking lots and garages, hotels, transit centers, leisure destinations, colleges and universities, retail parking areas, and public parks.

            Multi-Unit Dwellings: Charging stations for multi-family residences, including apartments, condominiums and townhouses.

            Private residential dwellings other than multi-unit dwellings are not eligible for grants.

            Private/Utility EV Charging Incentive

            EPE now offers residential customers a $500 rebate to purchase a qualified Level 2 EVSE and a $2,300 rebate for low-income customers to purchase and install a qualified Level 2 EVSE. Low-income customers are households with income equal to or less than 200% of the federal poverty level.             New York

            Alternative Fueling Infrastructure Tax Credit

            An income tax credit is available for 50% of the cost of alternative fueling infrastructure, up to $5,000. Qualifying infrastructure includes electric vehicle supply equipment and equipment to dispense fuel that is 85% or more natural gas, propane, or hydrogen. Unused credits may be carried over into future tax years. The credit expires December 31, 2022.             EVSE Infrastructure Rebate

            New York State has launched a $5 million electric vehicle charging station rebate program designed to promote installations at private and public venues. Officials stated office buildings, multi-family apartment buildings, theaters, malls, parks and retail locations are among the locales targeted for the stations.

            Managed by the New York State Energy Research and Development Authority (NYSERDA), the new Charge Ready NY initiative provides a $4,000 rebate per charging port for employers, building owners, municipalities and non-profit organizations to install Level 2 charging stations. Level 2 stations provide up to 25 miles of electric range to cars for each hour they are charging.

            Zero-Emission Vehicle (ZEV) and Fueling Structure Rebates for Municipalities

            State EV Charging Incentive

            The New York State Department of Environmental Conservation’s (DEC) Municipal ZEV Rebate Program offers rebates to cities, towns, villages, counties, and New York City boroughs for the purchase or lease of eligible ZEVs and the installation of eligible ZEV fueling infrastructure. To qualify, ZEVs must be purchased or leased on or after May 1, 2018, at a dealership within the state, and leases must be at least 36 months in length. ZEV fueling infrastructure must be installed primarily for public use. Maximum Rebate Amounts – ZEV Purchase or Lease:  $5,000 per vehicle (50 miles or greater electric range); $2,500 per vehicle (10 to 50 mile electric range), Electric Vehicle Supply Equipment (EVSE): $250,000 per facility, Hydrogen Fueling Infrastructure: $250,000 per facility. A single municipality may receive up to 50% of the total available funds towards ZEVs and EVSE, and up to 75% of the total available funds for hydrogen fueling infrastructure.             Ohio

            Commercial Electric Vehicle Supply Equipment (EVSE) Incentive Program – AEP Ohio

            American Electric Power (AEP) Ohio offers financial incentives for the hardware, network services, and installation of EVSE for up to 300 Level 2 and 75 DC fast charging stations. Incentives in varying amounts are available to all non-residential customers that have a valid AEP Ohio account. EVSE must be installed at a workplace, government facility, multi-family complex, or other publicly available charging location served by AEO Ohio. Projects must involve a new installation from the approved EVSE list. Customers in income eligible census tracts may qualify for greater incentives.             Electric Vehicle Supply Equipment (EVSE) Grants – Ohio Environmental Protection Agency

            The Ohio Environmental Protection Agency (EPA) provides grants for the purchase and installation of Level 2 EVSE in 26 priority counties. Project funding is available in the following amounts:

Eligible projects may also include alternative fuel infrastructure and must be certified by the U.S. Environmental Protection Agency or the California Air Resources Board.             Oklahoma

            Alternative Fueling Infrastructure Tax Credit

            State EV Charging Incentive

            For tax years beginning before January 1, 2020, a tax credit is available for up to 75% of the cost of installing commercial alternative fueling infrastructure. Eligible alternative fuels include natural gas, propane, and electricity. The infrastructure must be new and must not have been previously installed or used to fuel alternative fuel vehicles. A tax credit is also available for up to 50% of the cost of installing a residential compressed natural gas fueling system, up to $2,500. The tax credit may be carried forward for up to five years. (Reference Oklahoma Statutes 68-2357.22)

            Alternative Fuel School Bus and Electric Vehicle Supply Equipment (EVSE) Rebate Program

            State EV Charging Incentive

            The Oklahoma Department of Environmental Quality (DEQ) is accepting applications for projects that repower or replace an actively used, engine model year 2009 or older, diesel school bus with an alternative fuel. Eligible alternative fuels and technologies include all-electric, electric hybrid, propane, and natural gas. Government-owned vehicles may be reimbursed up to 50% of the project cost and non-government owned vehicles may be reimbursed from 25% to 50% of the project cost, depending on the project. Charging infrastructure for electric buses is eligible for funding, but is subject to a per-charger maximum and the project cap. The program is funded by Oklahoma’s portion of the Volkswagen (VW) Environmental Mitigation Trust.

            Alternative Fuel Vehicle (AFV) and Infrastructure Grants for Public Fleets -Long-term Energy Alternatives Now by Advancing Improvements Regionally (CLEAN AIR)

            Utility/Private EV Charging Incentives

            Under the Creating Long-term Energy Alternatives Now by Advancing Improvements Regionally (CLEAN AIR) Grants program, the Association of Central Oklahoma Governments (ACOG) issues requests for proposals (RFPs) for alternative fuel and advanced technology vehicle projects in the Oklahoma City Area Regional Transportation Study (OCARTS) area. Projects must provide a reduction in vehicle equipment emissions and cannot increase the number of vehicles in applicant fleets. Eligible projects may also include AFV fueling station or charging infrastructure. Eligible applicants include OCARTS-member governments, certain public trusts and public authorities providing essential services to OCARTS-member governments, member entity public transit fleets, and to public school fleets whose district boundaries are contained partially or wholly within the OCARTS area.             The Pennsylvania Department of Environmental Protection offers competitive grants for the acquisition, installation, operation, and maintenance of DC fast-charging equipment and hydrogen fuel cell infrastructure. The DC fast chargers must be installed at public locations, workplaces, or multi-unit dwellings. The hydrogen fuel cell equipment must be available to the public.             The Alternative Fuels Incentive Grant (AFIG) Program provides reimbursement grants for the installation of alternative fuel infrastructure along Pennsylvania interstate highway corridors. Grants are available for reimbursement of 50% of the cost, up to $500,000, to install public electric, hydrogen, propane, and compressed natural gas fueling infrastructure along “Signage Ready” or “Signage Pending” highway corridors in Pennsylvania, as defined by the U.S. Department of Transportation. Eligible applicants include Pennsylvania municipal authorities, political subdivisions, non-profit entities, corporations, and limited liability companies or partnerships incorporated or registered in the Commonwealth.             Commercial Electric Vehicle Supply Equipment (EVSE) Incentive Program – Duquesne Light Company (DLC)

            DLC offers rebates to commercial customers for the installation of publicly available Level 2 EVSE. Rebates are available for 100% of make-ready installation costs, up to $32,000 per site. Eligible projects must include a minimum of four dual-port Level 2 networked EVSE.             Commercial Electric Vehicle Supply Equipment (EVSE) Rebate Program – PECO

            PECO offers eligible commercial customers a rebate for the purchase and installation of Level 2 EVSE. Rebate awards are $500 per EVSE, up to $1,500, and available on a first-come, first-served basis.             Tennessee

            Electric Vehicle Supply Equipment (EVSE) Rebate – Knoxville Utility Board (KUB)

            KUB residential customers are eligible to receive a rebate of up to $400 for the purchase and installation of a Level 2 EVSE. This offer applies to purchases made between January 1, 2022, and December 31, 2022. All required documentation must be submitted within 60 days after the installation of equipment.             Plug-in electric vehicle owners in the Austin Energy service area may be eligible for a rebate of 50% of the cost to purchase and install a qualified Level 2 EVSE. The maximum rebate amount is $1,200.             Workplace Electric Vehicle Supply Equipment (EVSE) Rebate – Austin Energy

            Austin Energy offers a rebate for commercial customers to install approved EVSE at workplaces. Austin Energy provides a rebate of 50% of the cost to install approved Level 1 or Level 2 EVSE, up to $4,000 depending on the equipment, and provides rebates up to $10,000 to workplaces that install a DC fast charger.             Multi-Unit Dwelling (MUD) Electric Vehicle Supply Equipment (EVSE) Rebate – Austin Energy

            Austin Energy offers a rebate for MUDs to install approved EVSE for use by all residents. Austin Energy provides a rebate of 50% of the cost to install approved Level 1 or Level 2 EVSE, up to $4,000 depending on the equipment, and provides rebates up to $10,000 to MUDs that install a DC fast charger.             State EV Charging Incentive

            The Vermont Department of Housing and Community Development (DHCD) provides funding to governments, businesses, non-profit organizations, homeowner associations, electric utilities, and EVSE providers for the cost and installation of eligible EVSE. Funding is available for up to 60% of project costs, with a maximum of $150,000 per project site. This grant program is funded by Vermont’s portion of the Volkswagen Environmental Mitigation Trust.             State EV Charging Incentive

            The Vermont State Infrastructure Bank (SIB) offers loan assistance to municipalities, regional development corporations, political subdivisions of the state, and private companies working for the state to finance public electric vehicle charging and natural gas fueling stations. 1% fixed loans are available to municipalities and 3% fixed loans are available to private-sector borrowers.             Electric Vehicle Supply Equipment (EVSE) Rebate – Burlington Electric Department (BED)

            Utility/Private EV Charging Incentive

            BED provides rebates of $400 toward the installation of a qualifying WiFi-enabled EVSE for customers that enroll in BED’s Residential EV Rate. Eligible applicants must have purchased or leased an all-electric vehicle (EV) after January 22, 2019, and have purchased qualifying EVSE within 60 days of the acquisition of the EV.             Electric Vehicle Supply Equipment (EVSE) Incentives – Green Mountain Power

            Utility/Private EV Charging Incentive

            GMP residential customers are eligible for a free Level 2 EVSE when they purchase a new all-electric vehicle (EV). Residential customers that already own an EV may rent a Level 2 EVSE station at a low monthly fee. In addition, customers may enroll in GMP’s EV Unlimited Plan for unlimited EV charging during off-peak hours at a flat monthly fee.             Electric Vehicle Supply Equipment (EVSE) Rebate – Vermont Public Power Supply Authority (VPPSA)

            Electric Vehicle Supply Equipment (EVSE) Credits – Vermont Electric Co-op (VEC)

            Utility/Private EV Charging Incentive

            VEC offers a bill credit of $500 per connector, up to $2,000, to VEC member businesses and public entities that install Level 2 or DC fast EVSE between July 2, 2017 and December 31, 2019. To qualify, EVSE must be available for public use. Bill credits are available for up to 30 connectors total.

            Virginia

            Electric Vehicle Supply Equipment (EVSE) Residential Rebate

            Private/Utility EV Charging Incentive – Dominion Energy

            Dominion Energy offers residential customers a rebate of $125 for the purchase of a new Level 2 EVSE. To qualify, customers must enroll in Dominion Energy’s demand response program and register their EVSE on or after March 1, 2021. Eligible customers will also receive a payment of $40 annually on the anniversary of their enrollment in the demand response program.             Electric Vehicle Supply Equipment (EVSE) Commercial Rebate

            Dominion Energy offers rebates to multi-family, workplace, transit bus depots and fast-charging location customers for the purchase and make-ready costs of Level 2 EVSE and direct current fast chargers (DCFC). The total number of rebates and funding available are as follows:

            Electric Vehicle (EV) Charging Bill Credit – Rappahannock Electric Cooperative (REC)

            REC offers a monthly $7 bill credit to residential customers that enroll in a time-of-use charging pilot program. Participants must schedule their EV to charge during off-peak hours.             Washington

            Electric Vehicle (EV) Infrastructure Grant Program

            State EV Charging Incentive

            Washington State Department of Commerce is now accepting applications for this competitive grant with up to $10.67 million available. Eligible applicants may partner with any organization type. The Electrification of Transportation Systems (ETS) Grant supports eligible applicants in their respective electrification goals and addresses barriers to infrastructure deployment.

            The ETS grant program is designed to promote the continued transformation of the electric transportation market in Washington state. This program provides grants to Washington local governments, Tribal Governments, and retail electric utilities for infrastructure to charge electric vehicles.

            Electric Vehicle (EV) Infrastructure and Battery Tax Exemptions

            State EV Charging Incentive

            Public lands used for installing, maintaining, and operating EV infrastructure are exempt from leasehold excise taxes until January 1, 2020. Additionally, the state sales and use taxes do not apply to plug-in electric vehicle (PEV) batteries; labor and services for installing, repairing, altering, or improving PEV batteries and EV infrastructure; and the sale of property used for EV infrastructure. (Reference Revised Code of Washington 82.29A.125, 82.08.816, and 82.12.816)

            Utility Electric Vehicle Supply Equipment (EVSE) Return On Investment Incentive

            State EV Charging Incentive

            Utilities may petition the Washington Utilities and Transportation Commission (UTC) for a rate of return on EVSE installed for the benefit of ratepayers through December 31, 2030. The UTC may approve an additional 2% to the standard rate of return if the utility installs EVSE on a fully regulated basis similar to other capital investments behind a customer’s meter, and the expenditures do not increase ratepayer costs more than 0.25%.             Electric Vehicle Supply Equipment (EVSE) Rebate – Avista

            Avista offers rebates to residential and workplace customers for the installation of a Level 2 EVSE of up to $1,000 and $2,000, respectively.                 Electric Vehicle Supply Equipment (EVSE) Rebate – Yellowstone-Teton Clean Cities (YTCC)

                YTCC offers a rebate of $5,000 toward the purchase of publicly accessible EVSE. Eligible entities include businesses and municipalities in the communities surrounding Grand Teton National Park and Yellowstone National Park.
