Electric Vehicle Purchase and Lease Incentives, By State

There are many rebates and tax incentives for purchasing and/or leasing electric vehicles for personal or business use. These vary by area. Below we cover federal EV tax credits as well as electric vehicle tax credits and rebates, by state. Federal Purchase Incentive | Qualifications
Battery or Plug-In Hybrid electric vehicles (BEVs or PHEVs) purchased in or after 2010 are eligible for a federal income tax credit of up to $7,500. The credit varies based on the battery used to power the vehicle, and will begin to phase out to 50% of the full credit amount once a manufacturer has reached 200,000 BEVs and PHEVs sold.
Federal EV tax credits only apply to new car purchases, not used cars or leased vehicles.
Federal EV tax credits typically follow through the next tax season instead of being applied during the time of purchase.

Alabama
UTILITY/PRIVATE INCENTIVES
Plug-In Electric Vehicle Charging Rates: Alabama Power offers an optional rate rider for customers with a plug-in electric vehicle (PEV). The rate rider allows customers to charge their electric vehicle at a discounted rate during off-peak hours.
Alabama Power also offers a discounted Business Electric Vehicle TOU (BEVT) rate to commercial and industrial customers to charge fleet-owned PEV or to provide electric vehicle supply equipment (EVSE) for the purpose of public charging. Eligible customers’ electricity usage must be separately metered from all other electrical loads and be for the exclusive purpose of charging PEVs only. Arizona
STATE INCENTIVES
Electric Vehicle Rebate – City of Flagstaff: The City of Flagstaff has a Sustainable Automotive Rebate Program that will rebate a portion of the local tax paid for purchases of fuel-efficient automotive vehicles. For more details and how to apply please visit ChooseFlagstaff.com.
Electric Vehicle Tax Credit: BEV and PHEV cars purchased in or after 2010 are eligible for a federal income tax credit of up to $7,500. The credit varies based on the battery used to power the vehicle (kWh), and will begin to phase out to 50% of the full credit amount once a manufacturer has reached 200,000 PHEVs and BEVs sold. Alternative Fuel Vehicle (AFV) Parking Incentive: An individual driving an eligible AFV may park without penalty in parking areas that are designated for carpool operators, provided the vehicle is using alternative fuel. For details visit the Alternative Fuels Data Center.
High Occupancy Vehicle (HOV) Lane Exemption: Vehicles with an AFV or Energy Efficient license plate are permitted to use HOV lanes, regardless of the number of passengers. Qualified vehicles must display the required license plate, which are available from the Arizona Department of Transportation (ADOT).
Reduced Alternative Fuel Vehicle License Tax: Reduction in the annual vehicle license tax for an electric vehicle to a minimum of $5 per year. For more visit the ADOT website.
Alternative Fuel Vehicle Tax Exemption: S.B. 1413, enacted in 2014, exempts certain alternative fuels such as natural gas, electricity and hydrogen from the state use tax.
Vehicle Emissions Inspection Exemption: H.B. 2226 and H.B. 2580 (2014) exempt qualified plug-in electric vehicles from an annual emissions inspection for the first five registration years.
UTILITY/PRIVATE INCENTIVES
Tuscon Electric Power (TEP): TEP offers a discounted residential service time-of-use (TOU) rate during off-peak periods to customers who own and operate a PEV. The discount is a 5% reduction to applicable charges during the off-peak period. Eligible customers must provide documentation for a highway-approved PEV and submit a copy of the PEV’s registration annually. Arkansas
STATE INCENTIVES
We are currently not aware of any incentives for electric vehicle purchase or lease specific to Arkansas at this time. California
STATE INCENTIVES
California has recently refreshed its Clean Vehicle Fuel Reward program. The California Air Resources Board and your electric utility want to make it easier to own an EV. That’s why they are providing the California Clean Fuel Reward to people who purchase or lease an eligible* new Battery Electric (BEV) or Plug-in Hybrid (PHEV) vehicle at participating automotive retailers. This is on top of any applicable federal, state, and local incentives, rebates, and tax credits. The Antelope Valley Air Quality Management District (AVAQMD) offers rebates of up to $1,000 to residents toward the purchase or lease of a new all-electric or plug-in hybrid electric vehicle and rebates up to $500 for PEVs purchased or leased outside of Antelope Valley. PEVs purchased or leased outside of the AVAQMD jurisdiction are eligible for half of the rebate amount. For more information, including how to apply, see the AVAQMD AFV Program website.
The Bay Area Air Quality Management District’s (BAAQMD) Clean Cars for All program offers grants up to $9,500 to income-eligible residents to replace a vehicle eligible for retirement with a PEV or FCEV. Eligible vehicles for replacement should have a model year 15 years or older than the current year. Recipients may buy or lease a new or used PEV or FCEV. Grants vary depending on the household income and vehicle technology. Vehicles that are replaced must be turned in at an authorized dismantler. The California Air Resources Board (ARB) offers grants for the purchase of new zero-emission buses to replace old gasoline, diesel, compressed natural gas, or propane buses. Non-compliant school buses are vehicles that are not compliant with the ARB Truck and Bus Regulation. Eligible applicants include owners of transit, school, and shuttle buses. Grants are awarded on a first-come, first served basis. The program is funded by California’s portion of the Volkswagen Environmental Mitigation Trust. The Clean Vehicle Rebate Project (CVRP) offers rebates for the purchase or lease of qualified vehicles that the California Air Resources Board (ARB) has approved or certified.
The El Dorado County Air Quality Management District (AQMD) is accepting applications for the Drive Clean! program which provides a $599 incentive to County residents for the purchase or lease of an Air Resources Board (ARB) Clean Vehicle Rebate Program eligible vehicle. City of Riverside’s Electrify Riverside Program provides up to a $500 rebate for the purchase or lease of a used Battery Electric or Plug-in Hybrid vehicle made on or after July 1, 2021. Qualified low-income customers enrolled in RPU’s SHARE program are eligible to receive an increased rebate of up to $1500!
The San Joaquin Valley Air Pollution Control District is currently accepting applications for its Drive Clean! Rebate Program, which provides rebates to Valley residents and businesses for the purchase or lease of new, clean-air vehicles. To be considered for a rebate, applicants must purchase or lease a vehicle from the eligible vehicle list. For more information about the program, please review the program guidelines and application.
The San Joaquin Valley Air Pollution Control District also administers the Public Benefit Grant Program, which provides funding to cities, counties, special districts (such as water districts and irrigation districts), and public educational institutions for the purchase of new AFVs, including electric, hybrid electric, natural gas, and propane vehicles. Heavy-Duty Zero Emission Vehicle (ZEV) Replacement Grant: The South Coast Air Quality Management District (SCAQMD) offers grants for the replacement of eligible class 8 heavy-duty vehicles with ZEVs. Grants may cover up to 75% of non-government project costs and up to 100% of government project costs; up to $2,700,000 total. Eligible vehicles include freight trucks, drayage trucks, waste haulers, dump trucks, and concrete mixers. Grants are awarded on a first-come, first-served basis. The program is funded by California’s portion of the Volkswagen Environmental Mitigation Trust. HOV and HOT Lane Exemption: Each year the California DMV has established a new CAV decal color. CAV decals expire on January 1st of the fourth year after the year they are issued. This provides an access period of three full years plus the partial year from when the decal was issued. For example, if a decal was issued anytime in 2021, it expires January 1, 2025.

Voluntary Vehicle Retirement Incentives: The San Joaquin Valley Air Pollution Control District and the South Coast Air Quality Management District administer the Enhanced Fleet Modernization Program (EFMP) Pilot Retire and Replace program, providing incentives to replace a vehicle eligible for retirement with a more fuel-efficient vehicle. Used vehicles must be no more than eight years old and applicants must live in the San Joaquin Valley or South Coast air basins. Eligible replacement vehicles must meet a minimum fuel economy average by model year or average at least 35 miles per gallon (mpg). Alternative fuel vehicles are also eligible, including plug-in hybrid electric vehicles (PHEV) and zero emission vehicles (ZEVs). Incentives range from $2,500-$4,500.

Alameda Municipal Power (AMP) Used Electric Vehicle (EV) Residential Rebate: You may be eligible for a cash rebate of up to $1,500 when you buy a used (pre-owned) battery electric vehicle with a purchase price of less than $22,000. For details visit the Alameda Municipal Power website.
The Bay Area Air Quality Management District’s (BAAQMD) Buy Back Program: This program offers Bay Area residents $1,200 to turn in their operable, registered 1997 or older vehicle for scrapping. All vehicles must meet eligibility requirements and pass a vehicle eligibility inspection. For more information, see the Vehicle Buy Back Program website.
Burbank Water and Power (BWP) Plug-In Electric Vehicle (PEV) Rebate: Burbank Water and Power (BWP) offers residential customers a rebate of up to $1,000 for the purchase of a pre-owned PEV. For more information, see the BWP Used Electric Vehicle Rebate website.
All Electric Vehicle (EV) Residential Rebate Program for Contra Costa, Marin, Solano and Napa Counties – MCE Clean Energy: MCE Clean Energy offers an electric vehicle (EV) rebate of up to $3,500 to eligible income-qualified customers as well as free customer support to help you take advantage of and keep you updated on all rebates and incentives available throughout California for newly purchased and leased EVs. Used Plug-in Electric Vehicle (PEV) Rebate Program – LADWP: The Los Angeles Department of Water and Power (LADWP) offers rebates up to $1,500 to residential electric customers for the purchase of eligible used PEVs. Liberty Utilities Plug-In Electric Vehicle (PEV) Time-of-Use Rate: Liberty Utilities offers residential and commercial customers time-of-use rates for charging PEVs. For more information, see Liberty’s Electric Vehicle Program website.
Monterey, San Benito and Santa Cruz Counties Rebate Incentive Program: Central Coast Community Energy (3CE) is providing incentives for qualified clean vehicles purchased or leased between November 9, 2021 and September 30, 2022. Participants must be current 3CE customers. Income-qualified customers are eligible for increased incentives. 3CE believes energy programs like Electrify Your Ride are an opportunity to make clean vehicles more affordable and accessible to our income-qualified community. Santa Barbara County Heavy-Duty Zero Emission Vehicle (ZEV) Grant: The Santa Barbara County Air Pollution Control District (SBCAPCD) provides grants to offset the costs of zero-emission heavy-duty vehicles that reduce on-road emissions within Santa Barbara County. Eligible projects include the replacement of commercial trucks and buses, transit buses, authorized emergency vehicle, transportation refrigeration units, and more. Eligible technology includes the purchase of battery electric or hydrogen fuel cell vehicles. For more information, including current funding opportunities, see the SBCAPCD Clean Air Grants website. San Mateo County Used Electric Vehicle (EV) Incentive Program – Peninsula Clean Energy and Peninsula Family Service: Peninsula Clean Energy (PCE) Peninsula Clean Energy, a Community Choice Aggregation agency and the official electricity provider for San Mateo County in California, is expanding its program offering rebates to help first-time buyers of new electric vehicles.
Southern California Edison Pre-Owned EV Program – SCE has a $1,000 rebate for recently purchased or leased a pre-owned electric vehicles with the SCE Pre-Owned EV Rebate. SCE also offers the California Clean Fuel Reward worth up to $1,500 on new EV purchases. This is a point of sale incentive. SCE is now offering the Rebate Plus Program, a $4,000 rebate for the purchase or lease of a used EV available to income-qualified households.
Peninsula Family Service’s DriveForward Program provides affordable loans to help participants purchase reliable used vehicles and strengthen their personal and financial stability. The enhanced DriveForward Electric Program in partnership with Peninsula Clean Energy makes it more affordable for participants to purchase a clean plug-in hybrid electric vehicle.
Pasadena Water and Power (PWP) customers are eligible for up to a $250 rebate when they purchase or lease a new or used plug-in electric vehicle (EV). Customers are allowed to receive incentives for up to 2 EVs per address every 3 years. Customers can receive an additional $250 bonus rebate (up to $500) if they purchase or lease an EV from a Pasadena auto dealer. Note: Since Tesla relies on a direct-sale business model where the transaction is completed entirely online, the Pasadena auto dealer bonus will not apply. Redding Electric Utility (REU) offers a $1,000 rebate for the purchase or lease of a new qualified electric vehicle. For more information visit the City of Redding website.
City of Roseville Electric Utility currently offers rebates of up to $500 for the purchase of a used electric vehicle and up to $500 for a Level 2 Electric Vehicle Charger. For details on how to apply, fill out application (pdf) and visit roseville.ca.us.
Turlock Irrigation District Water & Power: When purchasing a qualifying new or used electric vehicle, you can receive a $500 rebate. If enrolled in the CARES program TID customers can receive an additional $700 per vehicle. Click here for application or TID website for more information.
PEV Charging Rate Reductions: The Alameda Municipal Power (AMP), Azusa Light & Water, Bear Valley Electric Service (BVES), Burbank Water and Power (BWP), Sacramento Municipal Utility District (SMUD), Southern California Edison (SCE), Pacific Gas & Electric (PG&E), Los Angeles Department of Water and Power (LADWP), and San Diego Gas & Electric (SDG&E) provides discounted rate plans to residential customers for electricity used to charge qualified electric vehicles.
Insurance Discount: Farmer’s Insurance offers a discount of up to 10% on certain insurance coverage for HEV and AFV owners.
Free Parking: Sacramento offers free parking to individuals or small businesses certified by the city’s Office of Small Business Development that own or lease EVs with an EV parking pass in designated downtown parking garages and surface lots. Vehicles must be 100% electric to qualify. Free metered parking in San Jose, Hermosa Beach, and Santa Monica for electric vehicles displaying a Clean Air decal.
Alternative Fuel Vehicle Parking: The California Department of General Services (DGS) and California Department of Transportation (DOT) must provide 50 or more parking spaces and park-and-ride lots owned and operated by DOT to incentivize the use of alternative fuel vehicles.
Colorado
STATE INCENTIVES
Plug-In Electric Vehicle (PEV) Tax Credit: Available until January 1, 2026, the purchase or lease of a qualified EV may be eligible for up to a $5,000 tax credit at the dealership beginning January 1, 2017. For more information, visit the Alternative Fuels Data Center for Colorado.
HOV Lane: BEVs and PHEVs are eligible for the HOV lane with an application.
Plug-In Electric Vehicle Exemption: PEVs are exempt from emissions testing.

Electric Vehicle (EV) Rebate – Xcel Energy
Xcel Energy offers income-qualified residential customers a $3,000 rebate for the purchase or lease of a used electric vehicle, and $5,500 rebate for the purchase or lease of a new EV. Connecticut
STATE INCENTIVES
Alternative Fuel Vehicle (AFV) Rebate: The Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) offers incentives of up to $9,500 for Connecticut residents who purchase or lease a new eligible battery electric, plug-in hybrid electric or fuel cell electric vehicle. There are currently over 30 eligible vehicles available and the list continues to grow as manufacturers release new models. Please note! CHEAPR incentive amounts are temporarily increased and will be in effect from December 31, 2021 to December 31, 2022 or until funds are exhausted. Click for details and how to apply.
Electric Vehicle Emissions Inspection Exemption: Vehicles powered exclusively by electricity are exempt from state motor vehicle emissions inspection.
Alternative Fuel and Hybrid Electric Vehicle Parking: Free parking on all city streets for qualified AFVs and HEVs registered in New Haven.

Delaware
STATE INCENTIVE
Alternative Fuel Vehicle (AFV) Rebates: As part of the Delaware Clean Vehicle Rebate Program, the Delaware Department of Natural Resources and Environmental Control offers rebates for newly purchased or leased AFVs. Depending on vehicle type and purchase price, rebates range from $1,000 to $2,500. The rebate amounts are applicable for vehicles purchased or leased before December 31, 2022. Eligible applicants include Delaware residents, businesses, organizations, and government entities. Rebate applications must be signed by both the purchaser and a dealer representative. Rebates are limited to six vehicles per fleet and one vehicle per individual. All vehicles purchased through this rebate program must be titled and registered in the state. Plug-in Electric Vehicle (PEV) Rebate – PECO: PECO provides rebates of $50 to residential customers who purchase a new, qualified PEV. For more information, see the PECO Driver Rebate website.
District of Columbia
STATE INCENTIVES
Hybrid Vehicle Excise Tax Exemption: District of Columbia legislation limits the hybrid vehicle excise tax exemption to those vehicles which achieve 40 miles per gallon (mpg) during city driving. The original purchaser (as denoted by the Manufacture Certificate of Origin) of a qualifying hybrid or clean fuel vehicle will be eligible for an excise tax exemption and a reduced registration fee for the first period of registration. Subsequent purchasers of the same vehicle will also be eligible for an excise tax exemption; however, they will not be eligible for a reduced registration fee. Please refer to the website, FuelEconomy.gov for a list of the vehicles which meet the 40 mpg criteria, and therefore, are eligible for the DC excise tax exemption/reduced registration fee.
Alternative Fuel Vehicle Tax Credit: An income tax credit of 50 percent—up to $19,000 per vehicle—is available for the incremental or conversion cost for qualified vehicles. A tax credit is also available for 50 percent of the equipment costs for the purchase and installation of alternative fuel infrastructure. The maximum credit is $1,000 per residential electric vehicle charging station and $10,000 for each public fueling station. Florida
STATE INCENTIVES
HOV Lane Exemption: Qualified alternative fuel vehicles may use designated HOV lanes regardless of the number of occupants in the vehicle. The vehicle must display a Florida Division of Motor Vehicles issued decal, which is renewed annually. Vehicles with decals may also use any HOV lane designated as a HOV toll lane without paying the toll. Visit the Alternative Fuels Data Center for Florida.

All-Electric Vehicle (EV) Rebate – Orlando Utilities Commission (OUC): OUC provides rebates of $200 to residential customers who purchase or lease an eligible new or preowned PEV. Applicants must apply within six months of the purchase or lease of the PEV. Test Drive an EV and Earn $50! Visit an eligible dealership to test drive an EV and receive a $50 gift card! Georgia

HOV Lane Exemption: Alternative Fuel vehicles properly licensed with an AF license plate may use designated HOV lanes.

PEV Charging Rate Incentive: Georgia Power offers a Plug-in Electric Vehicle (PEV) time-of-use electricity rate for residential customers who own an electric or plug-in hybrid electric vehicle. Hawaii

PEV Charging Rate Incentive: Hawaiian Electric Company offers offers two residential EV charging rates with savings at off-peak hours, and a commercial EV charging rate pilot program. This pilot program is offered to customers on Oahu, Maui County, and the Island of Hawaii.
Idaho
STATE INCENTIVES
Vehicle Inspection Exemptions: Hybrid and electric vehicles are exempt from state motor vehicle inspection and maintenance programs.

Illinois
STATE INCENTIVES
Smart Grid Infrastructure Development and Support: The Illinois Science and Energy Innovation Trust (Trust) will provide financial and technical support to public and private entities within the state for programs and projects that support, encourage, or utilize innovative technologies and methods to modernize the state’s electric grid. Technologies may include advanced electricity storage and peak-shaving technologies, such as plug-in electric vehicles (PEVs) or devices that allow PEVs to engage in smart grid functions.
Heavy-Duty Transit Bus and School Bus Grants: The Illinois Environmental Protection Agency (EPA) established the Driving a Cleaner Illinois program to administer funds awarded through the Volkswagen Clean Air Act Civil Settlement. Funding is available for the replacement of existing government-owned diesel public transit buses with new diesel, alternative fuel, and all-electric transit buses, as well as for all-electric school bus pilot projects. Play a significant role in the operation of the electric grid and have the opportunity to shift your electric vehicle charging usage during peak periods, when the stress on the electric system is the highest. The Clean Fuels Incentive Program (CFIP), administered by the Maryland Energy Administration (MEA), provides grants to purchase new and converted fleet AFVs. Grant award amounts vary and may cover up to 100% of the incremental AFV cost.

After January 1, 2020 MOR-EV offers rebates of up to $2,500 for the purchase or lease of battery electric vehicles and fuel-cell electric vehicles and up to $1,500 for plug-in hybrid electric vehicles. Funded by the Executive Office of Energy and Environmental Affairs’ Department of Energy Resources (DOER) and administered statewide by the Center for Sustainable Energy (CSE), In addition, the sticker price of the car must be under $50,000 to qualify. Vehicles must meet model year and use requirements. The program is funded by Michigan’s portion of the Volkswagen Environmental Mitigation Trust. Alternative Fuel Development Property Tax Exemption: Industrial property that is used for high-technology activities or the creation or synthesis of biodiesel fuel may be eligible for a tax exemption. High-technology activities include those related to advanced vehicle technologies such as electric, hybrid electric, or alternative fuel vehicles and their components. To qualify for the tax exemption, an industrial facility must obtain an exemption certificate for the property from the Michigan State Tax Commission.
Alternative Fuel Vehicle (AFV) Emissions Inspection Exemption: Dedicated AFVs powered by compressed natural gas, propane, electricity, or any other source as defined by the Michigan Department of Transportation are exempt from emissions inspection requirements.

New Jersey
STATE INCENTIVES
New Jersey’s Clean Energy Program “Charge Up New Jersey”: If you have purchased or leased a new electric vehicle, you may apply for an incentive of up to $5,000.
- The total incentive amount for an eligible vehicle equals $25 per mile of EPA-rated all-electric range, as determined by fueleconomy.gov.
- Vehicles with an electric range of over 200 miles are eligible for the maximum incentive of $5,000. Find out if your vehicle is eligible here.
Plug-In Electric Vehicle (PEV) Rebate Program: The New Jersey Board of Public Utilities offers state residents a rebate of up to $5,000, to purchase or lease a new PEV with an MSRP of $55,000 or less. Rebates may be limited to one award per person. PEVs must be purchased or leased after January 17, 2020. The plug-in hybrid electric vehicle rebate expires December 31, 2022, and all-electric vehicle rebates expire June 30, 2030. (Reference Senate Bill 2252, 2018)
Plug-In Electric Vehicle (PEV) Grant Program: The New Jersey Board of Public Utilities (NJBPU) provides county and municipal government entities with grants up to $4,000 for a new PEV. Two PEVs are allowed per applicant and must be purchased between December 1, 2019 and June 1, 2021. NJBPU is accepting applications until April 15, 2020 or until all funds have been awarded. Zero Emission Vehicle (ZEV) Tax Exemption: ZEVs sold, rented or leased in New Jersey are exempt from state sales and use tax.
High Occupancy Vehicle (HOV) Lane Exemption and Discount: New Jersey Turnpike Authority (Authority) allows qualified hybrid electric and plug-in electric vehicles to travel in the HOV lanes located between Interchange 11 and Interchange 14 on the New Jersey Turnpike. The Authority offers a 10% discount on off-peak New Jersey Turnpike and Garden State Parkway toll rates through NJ EZ-Pass for drivers of vehicles that have a fuel economy of 45 miles per gallon or higher and meet the California Super Ultra Low Emission Vehicle standard. Medium-Duty Zero Emission Vehicle (ZEV) Voucher Program: The New Jersey Zero Emission Incentive Program (NJ ZIP) will pilot a voucher program for the purchase of new, medium-duty ZEVs registered in New Jersey. Heavy-Duty Alternative Fuel and Advanced Vehicle Purchase Vouchers: The New York State Energy Research and Development Authority (NYSERDA) is providing incentives for alternative fuel trucks and buses and diesel emission controls. Incentives are released on a staggered schedule and include: Vouchers for public, private, and non-profit fleets for 80 percent of the incremental cost, up to $60,000, for the purchase or lease of all-electric Class 3 through 8 trucks operating 70 percent of the time and garaged in any non-attainment or maintenance area of New York State; Vouchers for private and non-profit fleets for 80 percent of the incremental cost, up to $40,000 for the purchase of compressed natural gas, hybrid electric and all-electric Class 3 through 8 trucks operating 70 percent of the time and garaged in New York City; and Vouchers for private and non-profit fleets that cover up to 80 percent of the cost of purchasing and installing emission reduction equipment for Classes 3 through 8 diesel vehicles that are operated 70 percent of the time and garaged in New York City.
Zero-Emission Vehicle (ZEV) and Fueling Structure Rebates for Municipalities: The New York State Department of Environmental Conservation’s (NYSDEC) Municipal ZEV Rebate Program offers rebates to cities, towns, villages, counties, and New York City boroughs for the purchase or lease of eligible ZEVs and the installation of eligible ZEV fueling infrastructure. To qualify, ZEVs must be purchased or leased on or after March 1, 2020, at a dealership within the state, and leases must be at least 36 months in length. The Clean Vehicle Rebate Program: This program provides rebates to Oregon residents, businesses, non-profit organizations, and government agencies for the purchase or lease of PEVs. New PEVs with a battery capacity of less than 10 kilowatt-hours (kWh) are eligible for a rebate of $1,500 and new PEVs with a battery capacity greater than 10 kWh are eligible for a rebate of $2,500. Oregon residents that meet low or moderate household income requirements are eligible for rebates of $2,500 for the purchase or lease of used all-electric vehicles (EVs) and $5,000 for the purchase or lease of new EVs. Electricity Provider and PEV Charging Rate Regulations: Regulated electric utility tariffs must explicitly permit customers to resell electricity for use as a motor fuel, as long as the entity is not considered a public utility. Additionally, each regulated electric utility must provide customers with a choice of flat rate or time of use electricity rates specific to PEV owners.
Pollution Control Equipment Exemption: Dedicated original equipment manufacturer natural gas and electric vehicles are not required to be equipped with a certified pollution control system.

Plug-In Electric Vehicle (PEV) Charging Rate Incentive – Portland General Electric (PGE)
PGE offers a discounted time-of-use (TOU) electricity rate for customers with a PEV. The TOU rate is for charging during the off-peak period. For details and on how to apply, please visit PGE Cost Savings website.
City of Ashland Electric Vehicle and Bike Incentive Program: The incentive program is open to Ashland Electric utility users with a current active account. Customers can apply for a $1,500 rebate for the registration of a qualifying new or used battery electric vehicle or $300 rebate towards the purchase of an eligible e-bike. The program is set to run from November 2020 – November 2021. Incentive Status: As of early April 2022, approximately 35 EV incentives are still available. All applicants are strongly encouraged to fill out a pre-application.
Electric Vehicle (EV) Registration Incentive – Emerald People’s Utility District (EPUD)
EPUD customers are eligible for a $100 incentive to register their new or used EV with the Oregon Department of Motor Vehicles. New or used neighborhood electric vehicles and new or used plug-in electric vehicles and plug-in hybrid electric vehicles with at least 2 kilowatt-hours of on-board battery capacity qualify. Commercial Plug-In Electric Vehicle (PEV) Incentives – Eugene Water & Electric Board (EWEB)
Customers installing new level 2 public charging stations at their business, workplace, fleet, or multifamily housing site buildings (5 units or more) may qualify for a $1,500 rebate per station. Pennsylvania
STATE INCENTIVES
Alternative Fuel Vehicle Funding/Rebate Program: The Alternative Fuels Incentive Grant (AFIG) Program provides financial assistance for qualified projects and information on alternative fuels, including plug-in hybrid electric vehicles. The AFV Program also offers Alternative Fuel Vehicle Rebates of up to $2,000 on eligible vehicles to assist with the incremental cost of the purchase of new AFVs.
Medium and Heavy-Duty Vehicle Rebates: The Pennsylvania Department of Environmental Protection (DEP) offers rebates for the replacement or repower of Class 4-7 local freight trucks and port drayage trucks and Class 4-8 school and shuttle buses. Qualified Model Years (MY) 1992 through 2009 Class 4-7 trucks and eligible MY 2009 and older buses are eligible for rebates for replacement or repower with new diesel, electric, or alternative fuel vehicles or technologies. Vehicles or engines being replaced or repowered must be scrapped in accordance with program guidelines. DEP must approve all project applications and will process rebates on a first-come, first-served basis. This rebate program is funded by Pennsylvania’s portion of the Volkswagen Environmental Mitigation Trust. Rhode Island
STATE INCENTIVES
Alternative Fuel Vehicle (AFV) Tax Exemption – Warren: The town of Warren may allow excise tax exemptions of up to $100 for qualified AFVs registered in Warren. For more details visit Alternative Fuels Data Center Rhode Island.
Electric Vehicle Emissions Inspection Exemption: Vehicles powered exclusively by electricity are exempt from state emissions control inspections.
Electric Drive Vehicle License Plates: The Rhode Island Division of Motor Vehicles may issue special vehicle license plates to owners of electric drive vehicles, including those powered in whole or in part by a storage battery. Eligible vehicles include hybrid electric, plug-in hybrid electric, and all-electric vehicles registered as electric drive vehicles in the state.

Plug-In Electric Vehicle (PEV) Discounts – Green Energy: People’s Power & Light’s Drive Green program provides discounts on qualified PEVs purchased or leased from participating dealerships. The discount program is available to all consumers, including those that are not in PP&L’s service territory.
Electric Vehicle (EV) Incentives: The Rhode Island Office of Energy Resources (OER) DRIVE offers several incentives as well as electric vehicle and EV charging programs. See website for more details.
Electric Transit Bus Pilot and Replacement Program: The Rhode Island Public Transit Authority (RIPTA) is responsible for implementing the RIPTA Zero Emissions Vehicle Program to evaluate electric transit buses to replace retired diesel buses. This program is part of Rhode Island’s Beneficiary Mitigation Plan and is funded by Rhode Island’s portion of the Volkswagen Environmental Mitigation Trust. School Bus Replacement Grants: The Tennessee Department of Environment and Conservation’s (TDEC) School Bus Replacement Grant program provides funding for the replacement of model year 2009 or older Class 4-8 school buses with new diesel, alternative fuel, or all-electric school buses. Alternative fuels include, but are not limited to, compressed natural gas, propane, and hybrid electric technologies. Private, public, and non-profit organizations, including state, local, and tribal governments, are eligible for funding. This grant program is funded by Tennessee’s portion of the Volkswagen Environmental Mitigation Trust. HOV Lane Exemption: Qualified alternative fuel vehicles may use designated HOV lanes regardless of the number of occupants in the vehicle.
Texas
STATE INCENTIVES
Light-Duty Alternative Fuel Vehicle Rebates: The Texas Commission on Environmental Quality (TCEQ) administers the Light-Duty Motor Vehicle Purchase or Lease Incentive Program for the purchase or lease of a new light-duty alternative fuel vehicle and offer a rebate of up to $5,000 for the first 1,000 applicants. Electric drive vehicles powered by a battery or hydrogen fuel cell, including plug-in hybrid electric vehicles with a battery capacity of at least 4 kilowatt hours, are eligible for a rebate of $2,500, for the first 2,000 applicants. One rebate is available per eligible vehicle. The program is currently accepting applications (verified November 2019). CPS Energy Plug-In Electric Vehicle (PEV) Charging Rate Pilot Program: CPS offers a $250 bill credit to residential customers who allow CPS to make remote adjustments to their Level 2 EVSE when the demand for energy is high. For rate details and more please visit the CPS website.
Denton Municipal Electric (DME) Plug-In Electric Vehicle (PEV) Rebate: DME offers residential customers a $300 rebate for the purchase of a PEV. Customers must agree to charge PEVs during off-peak hours. For more information, see the DME Residential Customers website.
Utah
STATE INCENTIVES
Qualified Heavy-Duty Alternative Fuel Vehicle (AFV) Tax Credit: Qualified taxpayers are eligible for a tax credit for the purchase of a qualified heavy-duty AFV. Qualifying fuels include natural gas, electricity, and hydrogen. For details visit the City of Ashland website.
HOV Lane Exemption: All-electric, and plug-in hybrid electric vehicles are permitted to use HOV lanes, regardless of the number of passengers. Qualified vehicles must display the special clean fuel decal issued by the Utah Department of Transportation (UDOT) and only a limited number of decals are available. Electric Vehicle Emissions Inspections Exemption: Vehicles powered exclusively by electricity are exempt from state motor vehicle emissions inspections. (Reference Utah House Bill)
Alternative Fuel Tax Exemption: Propane, compressed natural gas, liquefied natural gas, electricity and hydrogen used to operate motor vehicles are exempt from state fuel taxes, but subject to a special fuel tax at the rate of three-nineteenths of the conventional motor fuel tax.
Free Electric Vehicle Parking: Free metered parking in Salt Lake City for electric vehicles displaying a Clean Air license plate.
UTILITY/PRIVATE INCENTIVES
Electric Vehicle (EV) Charging Time-of-Use Rate Program – Rocky Mountain Power : To encourage vehicle charging during off-peak hours, customers can enroll in the Time of Day program to take advantage of lower costs for charging their vehicle and using other home equipment when there is less demand for electricity. UTILITY/PRIVATE INCENTIVES
Plug-In Electric Vehicle (PEV) Rebate – Stowe Electric offers rebates for the purchase of new plug-in hybrid electric vehicles (PHEVs) of $450 and new all-electric vehicles up to $850. Plug-In Electric Vehicle (PEV) Rebates – Vermont Public Power Supply Authority (VPPSA): VPPSA member customers are eligible for a rebate of up to $1,000 on the purchase of a new battery electric vehicle (BEV), and up to $500 on the purchase of a new plug-in hybrid electric vehicle. Electric Vehicle (EV) Rebate – Green Mountain Power (GMP): GMP offers rebates of $1,500 for the purchase of new all-electric vehicles, $1,000 for the purchase of new plug-in hybrid electric vehicles, and $750 for the purchase of used PEVs. Customers with qualifying low and moderate household incomes are eligible for an additional $1,000 rebate. Vermont New EV Rebate (Up to $4,ooo): The State of Vermont is offering two levels of rebates based on consumers household income, listed here Drive Electric Vermont’s website. Please review their web page before purchasing your new vehicle. This rebate is for new electric vehicles with a starting MSRP under $40,000, see State of Vermont Plug-in Electric Vehicle Incentive Program Guideline for lists of models eligible for the incentive program.
(BED) Mileagesmart Pre-Owned EV Incentive: The state of Vermont also offers incentives to support low- and moderate-income Vermonters in purchasing used electric vehicles. The MileageSmart program, administered by Capstone Community Action, covers 25% of the purchase price of EVs and most PEVs – up to $5000.For more information, go to the BED Electric Vehicles website.
(BED) (PEV) Charging Rate Reduction: BED offers a $0.067735 per kilowatt-hour discount for residential customers to charge PEVs during off-peak times. To qualify, customers must install a WiFi enabled PEV charger. For details visit the BED EV Rate website.
(VEC) Plug-In Electric Vehicle (PEV) Credit: Vermont Electric Co-op’s (VEC) offers a $250 bill credit to members who purchase a new or used plug-in hybrid electric vehicle (PHEV) and a $500 bill credit to members who purchase a new or used all-electric vehicle (EV). Members who lease a PHEV are eligible for an annual bill credit of $50 for each year of the lease. For members who lease an EV, an annual bill credit of $100 is available for each year of the lease. Virginia
STATE INCENTIVES
HOV Lane Exemption: AFVs displaying the Virginia Clean Special Fuel license plate may use Virginia HOV lanes, regardless of the number of occupants. For HOV lanes serving the I-66 corridor, only registered vehicles displaying Clean Special Fuel license plates issued before July 1, 2011, are exempt from HOV lane requirements. For express lanes serving the I-95/I-395 corridor, registered vehicles displaying Clean Special Fuel license plates are not exempt from HOV lane occupancy requirements, but may use the lanes toll-free if equipped with an E-ZPass Flex set to “HOV” mode. Vehicles displaying Clean Special Fuel license plates are exempt from the Dulles Toll Road HOV lane requirements. The annual fee for Clean Special Fuel license plates is $25 in addition to the prescribed fee for commonwealth license plates.
Vehicle Inspection Exemption: Alternative fuel and hybrid electric vehicles are exempt from emissions testing.
Washington
STATE INCENTIVES
Alternative Fuel Vehicles (AFV) and Plug-In Hybrids (PHEV) State Tax Exemptions: Effective August 1 2019, the sales and use tax exemption in Washington state was reinstated for the sales of: vehicles powered by a clean alternative fuel and/or certain plug-in hybrids. The exemption applies to dealer and private sales of new, used, and leased vehicles sold on or after August 1, 2019. Wisconsin
STATE INCENTIVES
Alternative Fuel Tax Exemption: Wisconsin counties, cities, villages, towns, or other political subdivisions may not levy or collect any excise, license, privilege, or occupational tax on motor vehicle fuel, alternative fuels, or the purchase, sale, handling, or consumption of motor vehicle fuel or alternative fuels (Reference Wisconsin Statutes 78.82).
Alternative Fuel Tax Refund for Taxis: A person using alternative fuel to operate a taxi used to transport passengers may be reimbursed for the paid amount of the Wisconsin state fuel tax. Refund claims must be filed within one year of the fuel purchase date and must be for a minimum of 100 gallons of alternative fuel.
VW Mitigation Program – Heavy-Duty Transit Buses: The Wisconsin Department of Administration (DOA) offers grants and funding for the replacement of eligible public transit buses (1992-2009) with new replacement diesel or alternative fueled buses.
